Functionality of The Cell
- Ensure effective implementation of the reservation policies of the Government of India/State Government/UGC/AICTE related to: (a) Admission, (b) Recruitment, (c) Scholarships, (d) Hostel allotment, (e) Faculty promotions and appointments.
- Address grievances related to discrimination, harassment, caste-based bias, or denial of entitled benefits to SC/ST students or staff.
- Organize seminars, workshops, and awareness programs on: (a) Legal rights and constitutional protections for SC/ST communities, (b) Government schemes and scholarships, (c) Prevention of caste-based discrimination.
- Monitor the adherence to government norms in admission, recruitment, and campus activities.
- Coordinate with: (a) UGC/AICTE/DTE, (b) Ministry of Social Justice and Empowerment, (c) University or affiliating bodies, (d) For scholarships, welfare schemes, policy updates, and reporting.
- Provide counselling and support services to students and staff facing personal, academic, or discrimination-related challenges.
- Prepare and submit annual reports on the functioning of the SC/ST Cell to the institution head or affiliating university, including: (a) Number of beneficiaries, (b) Grievances handled, (c) Programs conducted, (d) Policy compliance status.
Role and Responsibilities
Coordinator
- Provide strategic direction and administrative leadership to the SC/ST Cell.
- Ensure the cell operates in alignment with UGC/AICTE/State Government regulations and institutional policies.
- Oversee and ensure proper implementation of: (a) Reservation policies in admissions, faculty/staff recruitment, and hostel allotments, (b) SC/ST-related scholarship and fellowship schemes
- Monitor compliance with the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and other relevant laws.
- Schedule and preside over SC/ST Cell meetings to discuss and deliberate on received grievances.
- Ensure timely and impartial resolution of grievances related to caste-based discrimination, harassment, or denial of benefits.
- Convene meetings to address complaints and take appropriate actions or escalate when necessary.
- Act as the primary liaison with: (a) University officials, (b) Directorate of Technical Education (DTE), (c) AICTE/UGC, (d) Government welfare departments, (e) Facilitate processing of scholarships, grants, and official reports.
- Ensure accurate data collection and reporting related to: (a) Admissions, recruitment, and promotions of SC/ST candidates, (b) Grievance records, (c) Program outcomes and utilization of funds
Faculty Members
- Help monitor and implement reservation and welfare policies for SC/ST candidates in: (a) Admissions, (b) Recruitments, (c) Hostel allotments, (d) Scholarships and fellowships.
- Provide academic, emotional, and administrative support to SC/ST students.
- Encourage SC/ST students to apply for relevant scholarships and welfare schemes.
- Plan and conduct workshops, seminars, talks, and legal literacy sessions on: constitutional rights of SC/ST communities, Anti-discrimination laws and social justice and inclusion.
- Coordinate with administrative and academic units to ensure that SC/ST students receive: (a) Timely disbursement of scholarships, (b) Necessary certificates and documentation, (c) Equitable access to academic and support services.
- Maintain accurate records of: (a) SC/ST beneficiaries in the institution, (b) Programs and activities conducted, (c) Grievance redressal actions taken.
Students Member
- Act as a bridge between the student body and the SC/ST Cell.
- Share the general concerns, challenges, and suggestions from SC/ST students with the committee.
- Help organize and promote: (a) Awareness drives, (b) Workshops on SC/ST rights, (c) Anti-discrimination campaigns, (d) Scholarship and welfare scheme outreach
- Motivate students to report any form of caste-based discrimination, harassment, or denial of entitlements.
- Help create a supportive and inclusive environment for SC/ST students in academics, hostels, and extracurriculars. 6. Provide feedback to the committee on the effectiveness of support systems and suggest improvements
